Welcome!

On behalf of the men and women of the City of Normandy Police Department, I welcome you to our website. Our department is a full-service law enforcement agency, providing police services 24-hours a day, 7 days-a-week. We are located within the confines of St. Louis County near the University of Missouri - St. Louis Campus.

Our department endeavors to meet the highest ethical and professional standards, and prides itself on the quality of law enforcement services provided to the citizens of Normandy, and our contract cities consisting of the Village of Pasadena Park, the City of Bellerive Acres, the Village of Glen Echo Park, the City of Greendale, the City of Cool Valley, and Pasadena Hills. We are now state- accredited through the Missouri Police Chief’s Association.

The police department and the communities share in the responsibility for crime control and public safety. We recognize the importance of community partnerships as we strive to provide quality law enforcement services to residents, students, and visitors. As we deliver law enforcement services under a community policing philosophy, the department consistently seeks to collaborate with citizens, neighborhoods and community groups to better understand the nature of local issues and to develop mutual strategies. Our commitment to maintain these partnerships enables us to better understand the needs of citizens, develop meaningful and cooperative strategies to solve problems, and provide the most efficient response.

About the Chief

Chief Mark Hall was appointed to the position of Chief of Police in December 2020, by the Mayor and the City of Normandy Council. Chief Hall has been in law enforcement since 1989. Chief Hall is proud to have joined the Normandy Police Department which serves a population of approximately eight thousand and a geographical area of approximately three square miles. Current agency strength is twenty-six officers and it has a budget of approximately 1.7 million dollars.

 Chief Hall was born in the city of St. Louis and currently resides in St. Louis City and is the proud father of two wonderful, near adult age, children. Chief Hall started his career in 1989 as a patrol officer, working for the St. Louis Metropolitan Police Department, where he retired after twenty-four years of service. During his years there he served in the Patrol division, the Traffic division, the Mounted Patrol division and the Downtown Bike Patrol. Chief Hall has training as a Hostage Negotiator, served as a Field Training Officer and was an EVOC and Defensive Tactics instructor. Chief Hall was the Downtown Business Liaison and Public Affairs Officer before being promoted. Chief Hall supervised and commanded officers in the North Patrol Division and the Downtown Bike Unit. Chief Hall left the St. Louis City and worked for the State of Missouri as an agent for the Metropolitan Taxicab Commission. He later took positions as a Public Safety Supervisor at Metro and as a Police Officer for the City of University City, where he worked until taking this position. Chief Hall attended Western Illinois University and has a degree in Psychology.

 Chief Hall is a firm believer in Community Oriented Policing and Preventive Patrol. He knows that productive policing is a product of having a symbiotic relationship with the community. Lastly, he affirms that every person deserves and should expect to be treated fairly and respectfully by him and the officers under his command.
