NOTICE TO BID

Notice is hereby given that the City of Normandy is soliciting qualifications from firms interested in providing a Needs Assessment and Feasibility Study for the re-establishment of Parchester Park in the Norwood Manor Subdivision within the City of Normandy.

Copies of the request for qualifications (RFQ) may be obtained from Normandy City Hall, 7700 Natural Bridge Road, Normandy, Missouri 63121, or found at the bid packet linked below.

Bid proposals will be received by the City Administrator, Samuel Johnson via email, until June 24, 2024, at which time bids will no longer be accepted.

INVITATION TO BID

The City of Normandy is soliciting qualifications from firms interested in providing a Needs Assessment and Feasibility Study for the re-establishment of Parchester Park in the Norwood Manor Subdivision within the City of Normandy. The intent of this Request for Qualifications (RFQ) is to have interested firms specifically address the services required and provide a qualifications-based proposal for those services in order to identify the best respondents. The firm ultimately selected by the City will provide a Master Plan for the park located at 124 Bernhardt Ave, St. Louis, MO 63121.

The City of Normandy is a suburb located in St. Louis County with approximately 4,400 residents. Approximately 6 acres, Parchester Park was established in 1972 behind the Norwood Manor Subdivision between the streets of Parchester Drive and what is now the Ted Jones Trail. After years of neglect and a fire at the park’s only restroom, the park was closed around 2010. Since that time the asphalt drive into the park has washed out and the park has become inaccessible to vehicular traffic and the park has become overgrown with invasive species. The City wishes to return the park to its former state so that it may be enjoyed by the public.

CRITERIA FOR SELECTION
The purpose of this RFQ process, as previously stated, is to identify qualified firms that are the 
most capable of providing the described services. The RFQ submittal should be organized to clearly 
address the following criteria which, will be used in the evaluation process:
•    30% Methodology
•   30% Experience
•   20% References
•    20% Staff Capability and Availability

SUBMITTAL REQUIREMENTS
One (1) electronic copy of the submissions must be emailed to [email protected] by 5:00 p.m. on Monday, June 24, 2024.

Late submissions will not be accepted. Qualification responses should be prepared simply and economically, providing a straightforward and concise description of the Respondent’s capabilities for satisfying the requirement of this RFQ. Emphasis should be on completeness and clarity of content.

RESERVATION OF RIGHTS

The City reserves the sole right to (1) evaluate the qualifications submitted; (2) waive any irregularities therein; and (3) reject any or all Respondents submitting qualifications, should it be deemed in the best interest of the City of Normandy to do so.

Nothing in this document shall require the City of Normandy to proceed with the Comprehensive Park Master Plan project.

All proposals will be retained.
