Natural Bridge Road Median Improvement Request for Bids

REQUEST FOR BIDS
Electronic Bids for the construction of the NATURAL BRIDGE ROAD MEDIAN IMPROVEMENTS, will be received by the City of Normandy, St. Louis, Missouri until 11:00 a.m. on Thursday, January 9, 2025. Electronic Bids shall be emailed to [email protected] and [email protected]. The subject line is to include “NATURAL BRIDGE ROAD MEDIAN IMPROVEMENTS (Bid Submittal)”. It will be the responsibility of the bidders to ensure that their electronic bid submittal was received by Mr. Samuel Johnson at the City of Normandy. Electronic Bid submittals received by the City of Normandy after 11:00 a.m. on specified letting date will not be considered.

The contract work in general shall include approximately 463 SY 4’’ stamped colored concrete medians, concrete planter box removal, 66 LF of 6” vertical concrete curb reconstruction, irrigation line removal and cap of exiting line and other misc. median repairs. The contractor is responsible for all items of work and testing necessary to complete the project. Additional items and estimated quantities are inclusive in the Bid Proposal.


Digital copies of the plans and specifications may be obtained starting on Thursday, December 12, 2024 by emailing Weis Design Group at [email protected]. A non-refundable fee of Thirty Dollars ($30.00) payable to Weis Design Group is required for a digital copy.


No bid may be withdrawn within thirty (30) days after the scheduled closing time for receipt of bids. The City of Normandy reserves the right to reject any and all bids and to waive any irregularities therein. The City will only concur with awarding the contract to the "lowest, responsive, responsible bidder".


Each bid must be accompanied by a cashier’s check or certified check, or a Bid Bond executed by the BIDDER and an approved surety company and payable to the CITY, in an amount not less than five percent (5%) of the sum total of the base bid.


All BIDDERS must meet the MoDOT requirements as a CONTRACTOR prior to bid opening in accordance with the Missouri Standard Specification Book for Highway Construction.


A Performance Bond and Payment and Materials Bond are required.


The City of Normandy hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.


In accordance with the Davis-Bacon Act, and the Missouri Prevailing Wage Law, the Contractor will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor and the Missouri Division of Labor Standards, respectively. The highest rate between the two (Federal and State) for each job classification shall be considered the prevailing wage.

Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization
program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services (E-Verify).

Bidders are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (“OSHA”) or a similar program approved by the Missouri Department of Labor and Industrial Relations, which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project
commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation.
