Dog Licenses and License Tax
Not more than two (2) dogs are allowed at any one
residence within the City of Normandy. All dogs shall be licensed by
the City. Licenses are due by January each year. The license
fee is $1. License tags shall be given by City Hall and shall be
affixed to the collar of the animal for which it was issued on or before the
first (1st) day of each calendar year and shall be valid for that calendar
year.

Rabies Control
Every resident who owns, controls, manages, possesses or
has part interest in any dog kept anytime during the year or who permits a
dog to come upon, on or in, and to remain in or about his/her home, place
of business, or other premises in the City, shall have such dog inoculated
at least once each year, unless inoculated with the three (3)
year type of vaccine.

Dangerous Animals
It shall be unlawful to keep, harbor, own or in anyway,
possess within the corporate limits of the City of Normandy, any Pit Bull
dog. Pit Bull is defined to mean: Staffordshire, Bull Terrier,
American Pit Terrier, American Stafforshire Terrier, dogs of mixed breed
or of other breeds than above listed, which breed or mixed breed is known
as Pit Bull Terriers, Staffordshire Bull Terriers, and breeds commonly
known as Pit Bulls, Pit Bull dogs, or Pit Bull Terriers, or a combination
of any of these breeds.

Burning

Open Burning
The burning of any materials wherein products of
combustion are emitted directly into the ambient air without passing
through a stack or chimney from an enclosed chamber is prohibited.
Noise

Loud and Unnecessary Noise
It shall be unlawful for any person to cause, suffer or
maintain any unreasonably loud, disturbing or unnecessary noise by or through
the playing of any radio, phonograph, loud-speaker, sound amplifier,
musical instrument or other device in such manner or with such volume as
to unreasonably annoy or disturb the peace, quiet, comfort or repose of
persons located outside the structure, vehicle or premises where the noise
is generated, provided further that any such noise that can be distinctly
heard at a distance of more than one hundred (100) feet from its source
shall be deemed unreasonably loud, disturbing and unnecessary.

Curfew

Curfew for Minors under 17
It is unlawful for minors under the age of seventeen (17)
years to loiter, idle, wander, stroll or to drive or ride in an
automobile, or play in or upon the public streets, parks, playgrounds or
other public grounds, public places and public buildings, places of
amusement and entertainment, vacant lots or other unsupervised places,
between the hours of 11:00 pm and 6:00 am of the following day, except on
Friday and Saturdays, when the hours shall be 12 midnight to 6:00 am of
the following day. This does not apply to a minor accompanied by
his/her parent, guardian or other adult person having the care and custody
of the minor.

Occupancy Permits
It shall be unlawful for any person to hereafter occupy or
for the owner, lessor or agent thereof to permit the occupancy of any building
until an occupancy permit has been issued by the Code Official. No
occupancy permit shall be issued until any violations of the code have
been corrected and the fee for such has been paid. No person not
listed on the occupancy permit for a dwelling or dwelling unit shall
occupy or be permitted to occupy the same and no person or activity not
listed on the occupancy for a building not used for dwelling purposes
shall be permitted therein.
An individual or married couple and the children thereof
with not more than two (2) other persons related directly to the individual
or married couple by blood or marriage; or a group of not more than three
(3) unrelated persons, living together as a single housekeeping unit in a
dwelling unit.

Electrical, plumbing or sewer
No installation or alterations of any electrical,
plumbing, or sewer shall be made without first obtaining a permit
therefore.
The person shall make application for such permit, describing such
work. The firm or corporation installing same, the permit shall be
issued to such applicant and may be obtained through St. Louis County.

Building Permits
If you are planning to erect a fence, change the exterior
or interior of your home, erect a building of any nature, build a swimming
pool, install a satellite dish, or erect a sign of any nature, call City
Hall to find out if it is permissible and if so, what steps are necessary
to secure a permit. (A protective fence is required around all
swimming pools).
Property Maintenance

Vegetative Growth
Weeds and grass over six (6) inches in height; obnoxious vegetative
growths; hazardous bushes, trees, and shrubbery on any lot or part of a
lot in the City, are hereby declared to be a nuisance and subject to
removal.
